I can reproduce the behaviour, but I'm not sure whether I'd actually call this
a bug. The file picker is (currently) modal to the whole application, i.e. all
LibreOffice windows become inactive (and greyed out) until the interaction with
the dialog is finished.
I think I once saw that Microsoft Office also blocks all other windows when
using e.g. "Save as", but don't have it at hand to check right now.
