A second problem, with both CSV and HTML import dialogs, is that they have the
wrong parent window. In Windows 7-10, this leads to the following behaviour:

 * If LibreOffice is closed, the dialog appears first, with no parent, always
on top

 * If any LibreOffice window is already open, the dialog appears attached to
the first LibreOffice window down in the Z-order. Occasionally this comes to
the top, but usually not, and then it has to be searched for. If you have many
LibreOffice and other windows open, you must find the right one, and it may not
be at all obvious.

I suggest that correct behaviour would be either:

 * always have no parent; or

 * first open the window in which the import is to happen, and then attach the
dialog to that

Either of these would guarantee that the dialog appears on top, as well as
having it attached to the window it actually refers to, rather than some random
other window.

This should probably be (and maybe already is) a separate bug, but I mention it
here because it is the reason why it is not true to say that all that is
required is one click. You often have to search through any open windows first.
