AFAICT this is no longer the case (since the new browser-based help system).
Even if the help package is installed: In Calc, Help->LibreOfficeDevHelp opens
a page showing WRITER information in the left bar.
So this is actually a regression, functionally speaking (from 5.x which used
the old help system).
