We would need to see a verbose log of the installation attempt, launch from a
command window "Run as Administrator" and using msiexec.exe /i CLI with a /L*v
installLog.txt flag. But you will need to force location with
TARGETDIR="H:\Program Files\LibreOffice" to install to your H: drive.
As to Windows space consumption, a sequence of SFC, and a DISM online cleanup
resetbase [1] should get you well under 40GB.
