Steps to reproduce
1. open a new document
2. Type two lines
3. change lines to numbered list
4. In the second line change to "Restart numbering"
5. In the second line Change to "Continue previous numbering"

Actual result
Doesn't work

Additional observation: "Restart numbering button" changes numbering between
restart and continue
