I can confirm this bug in LibreOffice on Ubuntu 12.04 using High Contrast
Inverse theme. This theme is imperative with my visual disability and using
calc or tables in writer can be very difficult when collaborating with others
because if I set a border to white, they can't see it; if I set a border to
black, I can't see it. Perhaps an "automatic" border, similar to how there is
an automatic font, would be sufficient?
