I am also seeing this issue with Libreoffice 6.1.2.1 running on Wayland (Fedora
29). It "seems" to be OK on my one screen laptop, but when running on my
multi-monitor desktop (with MUCH higher resolutions) the right-click context
menu is all over the place.
Can replicate in Calc and Writer. The issue doesn't appear in other
applications such as Firefox, Hexchat, Rhythmbox, etc.
