Freedomsponsors has been used in the past:

The site is not very actively maintained, though.
Apparently people have also used Bountysource to place bounties:
https://www.bountysource.com/teams/libreoffice
Bounties defined by users are difficult, however. How do you know the scope of
the problem? Is $100 or $1000 enough?
