I think it is not a packaging issue because I see it in my own builds, but it
may be Ubuntu Gnome only because of customized Gnome provided by Ubuntu.
That being said, I don't think it's a good idea to place active elements in a
space whose size you can't control. This toolbar should therefore probably be
redesigned.
