For this cell in original xlsx file, there is following "Format Code":
[RED][<=0.9]#,#%;[BLUE][>1.1]#,#%;#,#%
After exporting with LibreOffice, the "Format Code" was changed to:
[<=0][RED]#,#%;[>0][BLUE]#,#%;#,#%
