Another workaround (win10) for bug 123010, not for bug 122716.
Enable "Beta: Use Unicode UTF-8 for worldwide language support"
in Control Panel - Region - "Administrative" - "Language for non-Unicode
programs": "Change system locale..." (need reboot)
