On recent master/6.3 build, <F6> or <Shift><F6> is correctly advancing out of
the "Layouts" content panel and out of the Sidebar, while <ESC> will exit
cursor navigation back to the Panel title.
No action from the <TAB> or <Shift><Tab>, but that is not an issue.
Behavior seems consistent. Unless Jim R. can pin down a fix, closing this =>
