We discussed the topic in the design meeting.
While the guideline [1] is clear how a11y goes through focusable controls,
styles are accessed per F11, which jumps directly to the list. So we should do
the same here: opening the Navigator with F5 should focus the first list item
but going per F6 through the controls has to start at the Navigator's toolbar.
