That is no bug. The values in the Position&Size dialog are relative to the
coordinate axes. The default position of the origin is the top-left corner of
the drawing area (=paper size minus margin). But you can put the origin where
you want. Drag the icon, which is top left from the rulers, to the desired
position. This setting is a view setting and not stored. The stored position is
relative to the left/top page edges.
