The sample document has Page style for the Sheet set to "Fit print range(s) to
width/height".
Change the Format -> Page: Sheet tab's Scaling mode: to "Reduce/enlarge
printout" and the scaling factor and zoom in the Print preview will activate.
Seems to function as intended.
