The behavior is the same in OpenOffice 3.2.1 and 4.1.6 (additional line is
there).
It is also the same in LibreOffice releases from 3.3.0 to current master
(additional line is *NOT* there).
Interesting fact: In LibreOffice, when you travel with the cursor out of the
table, the additional line will appear. It disappears again when the cursor
goes down.
