(I tried out the same functionality in MS Word, just to be sure I understood how it was *supposed* to work. LO's line numbering functionality is much more capable, by the way, bugs notwithstanding.) My issue is with the "Outline & Numbering" -> "Line Numbering" / "Restart at this paragraph" option, which doesn't seem to work properly most of the time (3.6.2.1 on Mac OS X).
