I don't think if there is anything "culturally appropriate" here.  U+3007 has
never been used as "paragraph markings" in any CJK digital documents or editors
AFAIK.

The reporter insist using Corner Leftwards - ↵ (U+21B5) because "it is the
symbol of Enter" which applies "paragraph markings" -- kinda ridiculous to me. 
So I suggest we can stop the discussion and close it as WONTFIX.
