If you reproduce this only when installing GraalVM, I think it's GraalVM which
tries to call a function from libcairo not LO.
You didn't install GraalVM from Apt (or one of its front-ends) since you
installed it from the link. By doing this, there was no automatic dependencies
checking for example to be sure libcairo version is ok.
Considering all this, I'd put this bugtracker INVALID or NOTOURBUG
