OK, we should proceed--apply SENTENCE_CASE with a bimodal behavior [ selection
| no selection ].

But, Mike K's list of questions from comment 34 need a resolution. 

Also there is Justin L's work on bug 63529 and his abandoned
https://gerrit.libreoffice.org/#/c/33581/ which tweaked word boundaries and
proposed some control over the transliteration sequence depending on current
state. 

Should we address that from UX perspective--or let it be, and just be satisfied
here  with consistent "bimodal" selection handling of the fixed transliteration
sequence for caserotate.cxx, i.e.:

TITLE_CASE -> SENTENCE_CASE -> LOWERCASE_UPPERCASE -> UPPERCASE_LOWERCASE;
