Next attempt: I downloaded and installed version 6.1.5.2 from
https://www.libreoffice.org/download

CPU threads: 4; OS: Linux 4.19; UI render: default; VCL: kde4;
Locale: de-DE (de_DE.UTF-8); Calc: group threaded
and with that I can open the file without problems. Remember that I got the
original bug with the same version, but taken from Debian. So maybe this is a
Debian packaging bug? For reference, here is the downstream bug I filed:
