To reproduce:
1 - Open any ODB file with a form.
2 - Open the form in edit mode.
3 - if not displayed, display the Form Control Toolbar
4 - move your cursor over the controls, watching the tool tip prompt.
ERROR - starting with the Label control the tool tips are off by one,
displaying the tool tip for the next button on the toolbar.
