1) you're not using an external hsqldb.jar, by any chance ? If so, have you
added the path to this via the Add Archive dialog under Preferences > Advanced
> Java ?
2) does it work properly if you use JDK11 ?
I don't have a problem with creating embedded hsqldb-ODB files with OpenJDK11
for example in LO6152.
