Steps to reproduce:
1. .... Create a document that uses Horizontal Rulers
2. .... Export as PDF.
3. .... See PDF does not have Horizontal Rulers.
Current behavior:
Expected behavior: Should have left Horizontal Rulers in for document
formatting and ease of reading.
