Installing on Windows 10 64bit machine.
Steps to Reproduce:
1. run installer .exe file downloaded on 1 May 2019

Actual Results:
Error 1303. The installer has insufficient privileges to access this
directory: C:\Program Files\LibreOffice\program. The installation cannot
continue. Log on as an administrator or contact your system administrator.
Expected Results:
installed
Reproducible: Always
User Profile Reset: No
OpenGL enabled: Yes
