The GUI for Calc and Draw used to be laid out this way. But because height of
scroll bar widgets varies by os/DE, for bug 36772, it was decided to split the
scroll bar and the tab bar for the worksheets onto separate rows--decoupling
the widget heights for the tabs from the scrollbars.
