Everyone can access the ODF standard. You can get it from
http://standards.iso.org/ittf/PubliclyAvailableStandards (number ISO/IEC 26300)
or from https://www.oasis-open.org/standards#opendocumentv1.2

The feature, that the first page can have a different header/footer is
currently a LibreOffice extension, but will be part of the upcoming version ODF
1.3.
