Thank you for reporting this issue. I had the same experience you had but only
with Evnice the default PDF viewer for Ubuntu.
I've tried using Acrobat reader, Sumatra PDF and Firefox internal PDF viewer
none of them showed any tooltip when hovering above the footnote reference. Are
you using Windows? What is your PDF viewer.
That is for the first part, However I personally believe that Libreoffice
should support tooltip.
For now I'm setting the bug status to NEEDINFO, Please set it to UNCONFIRMED
again after providing the requested info.
