docking windows in application doesn't work in W7 using the methods specified
in http://help.libreoffice.org/Common/Showing,_Docking_and_Hiding_Windows
ctrl+double click and ctrl+shift+F10 have no effect on the window docking state
Steps to reproduce:

on windows 7
Current behavior:
ctrl+double click and ctrl+shift+F10 have no effect on the window docking state
Expected behavior:
ctrl+double click and ctrl+shift+F10 have effect on the window docking state
