I think, that this is no bug at all. If you use the parameter '/a', then you do
not perform an 'installation', but you only unpack the file. It is a special
feature, that you can run LibreOffice without being installed. The true
installation (with system integration) will be done, when you use the .msi
file, which you will find on top level in the unpacked folder. And there you
will get the page, where you can select, what to install.
This parameter '/a' allows to unpack the downloaded file to a place on a
server. From there users can install it on their local PC without download.
Different users can use different parts of the package, one will need a French
dictionary, another one not. One user might want an English UI, another one a
German UI. Therefore it makes sense, that the unpacked package on the server
contains all of them.
