This should be possible with Ctrl+Alt+Up Arrow and Ctrl+Alt+Down Arrow (see
https://help.libreoffice.org/6.2/en-US/text/swriter/04/01020000.html?&DbPAR=WRITER&System=WIN)
But I also can't do this with
