Steps to Reproduce:
1. Open attachment 140698
2. Look at the page count 389 (scroll down to verify)
3. Press CTRL+ENTER 4 times
5. Look at the page count 389 (scroll down to verify) (re-layouting starts
slowly) (403/405 pages) -> after adding 4 pages?
Actual Results:
Unreliable layouting
