Confirm still the case in 6.2.4.2.
Further info: It seems to be calculating on the basis of the tallest menu (e.g.
format in Writer). If there is just enough space between the menu bar and the
top of the screen for that menu to open upwards, they all go up, and if just
too little they all go down.
