Not a fan, and though currently Extended tips are out of service (bug 118148),
Tooltip hints in the core label and the extended tips are complementary,
combining the short tooltip/label with the more detailed 'extended' tip would
not improve UX.
And, as the extended tips is our mechanism for providing A11y support, sounding
the Button name, the short tooltip, and the extended tip would become
distracting/annoying for AT dependent users.
IMHO => WF
