I can confirm the srollbar disappearing when reopening the XLSX file, with:
Version: 6.3.0.1

Locale: en-AU (en_AU.UTF-8); UI-Language: en-US

The issue with 2 the missing buttons I mentioned in the previous comment was
reported in Bug 125947 and is already fixed.
