Correct, when inserted, LO reduces the size of the picture so that it fits in
the table cell. But when I manually expand the picture, it overlaps the table
cell. 

My question is a general note (no bug report but an improvement): Wouldn't it
make more sense if, in such cases, the table cell would crop the larger
picture? In this way it would be easier to fit a picture in width AND height of
the table cell, or even to scale a picture inside a table cell.
