Sheet with frozen column.

Please see attached sheet. Column A is frozen. If you insert a comment into
cell A (when columns B,C,D are visible) the 'comments box' is visible.

Delete the comment from A, and using the scroll bar, move the sheet to the
right so that only column D is visible next to the frozen A. Try inserting a
comment into cell A again, and the field does not show (it is in effect hidden
'behind' the freeze (being on column B.

I don't know if it is a bug or not. Is this behaviour by design? 

I would have expected the comment field be be 'dynamic' relative to cell A, and
remain 'On top', regardless of where the 'rest of the sheet cells are'
underneath.
