Problem description: It is unabled to set the cursor in a frame, when the fame
is located in the header or footer. The frame ist anchored on the page.
Steps to reproduce:
1. set the Border on top and bottom of minimal 8 cm
2. create a frame and locate them in the region of the header or footer
3. anchor the frame on the page
Current behavior:
when I click in the frame nothing happens, the cursor not appears
Expected behavior:
click in the frame set the cursor visible
