As with any FOSS project, resources are limited. Hardware for building macOS
builds is also limited, and I'm guessing that the current build machine for LO
releases has moved to XCode 10.10.
Official Apple support for OSX 10.9 ended September 2016, this was also
probably one of the reasons for the change.
