Steps to reproduce:
1. ....download file from email
2. ....click to open with LibreOffice
3. ....
Current behaviour: top tabs missing (tool bar buttons)
Expected behaviour: top tabs should be their, open and close some other
programs tabs and the Office ones will sometimes appear.
