Given my very limited knowledge of drawinglayer, I'd leave implementing a new
approach to somebody more capable in this area...
For now, I've created https://gerrit.libreoffice.org/#/c/78690/ to increase the
limits for clipping to use the max paper dimensions. Comments welcome, since
I'm far from being an expert in this area...
