I tested both a newly created Writer document, with random text copied to page.
And also with opening an existing ODT text document and adding some text.

The document shows its 'modified' state with icon changes on toolbar and status
bar, then without saving I printed both cases. Both cases open the LibreOffice
print dialog and render a correct preview. Then selected the 'Microsoft Print
to PDF' from droplist. The preview thumbnail refreshed. An "OK" button
selection opens the Windows system file dialog, and save to a newly named PDF
proceeds with no issue.

Changing LO advanced settings to not use System file dialog has no effect on
the file dialog presented when printing to PDF. I did not test not using the LO
printing dialog as that did not seem to be the issue reported.

As my sample documents were simply text--was a more complex document (embedded
SVG, or Draw Shapes, etc.) involved?

NEEDINFO to OP for a sample document that causes the issue when changed but not
saved prior to printing to 'Microsoft Print to PDF'
