The idea came while working on Libre Office Calc, hence I started this bug on
calc.
Since the TipOfTheDay and the help menu are on every Window of Libre Office, I
changed it to UI.
On the version: This is the version I work on. If it is not to much work, it
could be transferred to older (supported) versions too.
