I think you have no issue because your Forms in that PDF use "Helvetica",
that's one of the 14 standard fonts, and all readers have a copy of this font
locally.

So, in my opinion, this does not show this is a regression. If you had a PDF
form created with an old version of Libre/OpenOffice with a non-standard font
for input fields embedded, then we would have a regression.
