As written in the bug report, I could not access the Help menu...
However, I found the installer.exe still on my PC : LibreOffice_6.2.0_Win_x64

Just after sending the report, I've installed a more recent version :
LibreOffice_6.2.7_Win_x64 (02/10/2019)... I was able to work with it, but
unfortunately the same problem occurs again right now, as soon as the software
starts...
