Can not confirm on Windows 10 Ent 64-bit en-US (1903) with
Version: 6.3.2.2 (x64)

CPU threads: 8; OS: Windows 10.0; UI render: GL; VCL: win;
Locale: en-US (en_US); UI-Language: en-US
Calc: threaded
Opening an OOXML (.docx) text document, saving revisions, Export to PDF, and
Save-as back over existing document work without issue.
Please use the Help -> 'Restart in Safe Mode' to either work in Safe Mode (with
a temporary 'default' user profile) or to reset your user profile to defaults.
Then retest behavior.
