I think you might be right.  I was recently messing with the dimension lines. 
I guess my issue is this.  

For example:
I open a 36x48 blueprint.
I have a line on the drawing that I know the blueprint is representing as a 6
foot line for example.
I would like to have a tool that lets me pick the ends of that line and tell LO
Draw that that the scale of the drawing is however many actual inches on the
drawing represents 6 foot.  I am having a hard time explaining this but I hope
this clears up what I am looking for.

Also the dimension lines only label with decimal format.  So I am trying to use
LO draw in the field doing construction.  I really need to have the dimension
label read out as feet-inch.  With fractions would be great too.  Maybe have
options to have fractions rounded to on an 8th or 16th scale?  Would be awesome
IMO.  So if I draw a dimension in a door way the dimension should read
something like  6'- 3-1/4"
