The behaviour seems to have changed now.
OS: w10
actual LO version: 6.3.2.2
system language: german
action:
create file via - explorer - context menu - new - opendocument text.
open file via double click
expected result:
language is set to system language ("standard")
actual result:
language is set to "english(usa)"
reproducible: always.
