perhaps startcenter then.
You should uninstall completely LO, clean registry with tool like
ccleaner/glary utilities, remove LO profile (see
https://wiki.documentfoundation.org/UserProfile#Windows) and reinstall the
newer version 6.3.2 but without startcenter first.
