I checked both the computer at work, where I had just installed 3.6.4RC1, and the computer at home, where I'm still running 3.6.3, and on both machines Language Settings->Language and Format->Cells (duplicate bug #40585) work fine. Given that I'm sure I checked that the problem was still present when version 3.6.3 was released, I can only assume that the fix is due to one of the Windows updates that were released last week.
